On the relevance of who pays the tariff

This paper presents a model of international trade with imperfect competition to show that in the absence of Price discrimination it matters which economic agent pays the tariff. The analysis indicates that the effects of trade protection (or liberalization) are not uniform across industries, and that they could even not exist.
