Two simulations are presented: <em>la reforma</em> studies the impact of the recent energy reform in Mexico with more income from the petroleum production retained and invested in the educational sector. A second simulation, <em>aguas profundas</em>, invests in advanced petroleum technology. <em>La reforma</em> results in greater production, employment, equality and less poverty while <em>aguas profundas</em> generates more skilled employment and attracts more resources, national and international, to the region.</p> ER -
